a lot of decks can deal with shiranui though, the problem is that people refuse to run disruption themselves and then get confused when they lose to a deck that has disruption
flip sunsaga down, shut down the GY, banish sunsaga, send him back to the ED, there are more than enough ways of dealing with him. what deck are you running? i could probably help you figure out a way around him.

I'm still winning most of the time with my Red-Eyes deck but Shiranui completely shits on my deck and I'm not a payfag to keep paying to build a new deck to counter it

because sunsaga can only destroy cards by returning banished/GY synchro monsters to the ED and that's ONLY on special summon.
i'm guessing you mean when you try and destroy him, he can banish a spiritmaster to destroy a faceup card. spiritmaster can't destroy set cards.

people say that about every deck, anything that performs well has a chance to be nerfed. unless a deck has been meta for a long time (aleister) or really oppressive (WC) you won't need to worry.
my point is that sometimes you just get a shit matchup your deck can't play around. WC was like that for 99% of decks in the game lol. you'll be fine. if you can i'd try and cram some flipdown cards into your deck to disrupt their synchros but i know cydra deckspace is very limited (i play them as a petdeck because i like machines)
the fact that you can't name these cards that are supposedly so hard to play around tells me you don't actually know anything about shiranui lmao
you need to stop them from setting up their GY at all, and there is no tuner that discards itself. they also can't synchro from the grave the same turn the tuner was sent there btw
