warhammer 2 eventually turns into a complete mess

unironically empire had the best combat overall. it was mostly line infantry vs line infantry which made the battles really tactical and more about controlling space, with cav being niche. Had perfect level of morale, nothing too janky. Older games like rome and med2 had the best infantry combat but cav charges barely worked. warhammer has really nice cavalry charges and monsters, but the infantry battles are big dirty mosh pits.

I think what ever setting you like the best will have the *best* battles for (You) since total war battles are mostly about the spectacle.

Empire also had the empire management with the biggest potential. Cabinets, flexible tax rates, population and exonomic growth based on tax rates, meaningful tech that offered challenges as it progressed instead of trivializing whole aspects of the game (looking at TWWH2) and region-specific resourced for provinces. That all remained way under what it could have been in Empire, but it should have been perfected in following games, not simpified away.

yeah they slowly stapled features back onto rome 2 and warhammer, but it doesnt work as well as a game that is designed from the ground up

Medieval 2 for melee focused combat.
Napoleon for ranged gunpowder.
and this is not up for debate. The warscape cancer engine SUCKS at melee so Rome 2 and everything after absolutely suck balls when units gets into melee.

what? Cav charges in Rome and med2 was the only thing that somewhat broke the pretty realistic combat by being 100x too fucking powerful and easy.

It's a broken mess. Pikes aren't working, generals are OP, units aren't responsive, piecemeal cavalry charges, the AI during sieges is braindead, etc.

Easily Shogun 2. Anybody answering Warhammer has never played the older titles. The unit collision in Warhammer feels like absolute garbage.

Empire had my favorite campaign. Felt epic controlling multi continental armies. Not a fan of the Warhammer games, kinda cheesy for me and I don't like hero units.
