All the other 3D pokemon games prior to LGPE were made to have projectile tracking programmed to every pokemon with an orifice that can learn Hydro Pumo (I'd post the Kingdra gif but I don't have it). Adittionally, GF and Creatures Inc made these models future proof 7 years ago, so the moves should be better mapped by now.

What said. It's not just hydro pump. Other special attacks like flamethrower, dragonbreath, water pulse, etc were able to be mapped to the appropriate part of the body which was pretty simple to do and streamlined the battle visual process. Gamefreak not doing this means that they're either incompetent or lazy. Or both.
