Look at your average voice actor, they're usually actor rejects or in the best cases, actual actors but it's overwhelmingly the former and they're not entirely "set" on that side of the career if you can even call it that. Voice acting is a side-gig for most of these people unless they hit it big
Voice Acting in Japan is without a doubt a fucking career. If you get roped into voicing a character for a series, you're guaranteed work for that role until the end and there's a massive market into becoming a professional voice actor. Voice Actors are so desired and idolized that they even have fucking variety tv shows and radio shows featuring them regularly. The most you'd get with a western voice acting in this case would be a podcast. They're goddamn celebrities in Japan and with that expectation, they put that much more effort in their work.
