I replayed Skyrim this week and like 10 hours in I realized "Oh yeah, this game is supposed to take place in a civil war-torn land"
Skyrim is pretty as fuck but what the fuck is with this massive narrative disconnect? Did they just forget that massive plot point while making the map or did they think it wouldn't appeal to the public masses to play in a war-torn land?

I'm not talking about random wilderness. The cities are pristine. The small towns are pristine. There's forts littered here and there but those look like they've been in ruins for hundreds of years and they're mostly inhabited by bandits which reinforces that point.
The literal only evidence that there's a war going on aside from the isolates side quest and NPC dialogue is that you sometimes see a couple of dudes escorting a prisoner and a sprinkling of war camps across the map consisting of a couple of tents with soldiers around them doing fuck-all.
