Depends on where you live and at what settings you want to run new games but in Europe a 1000 Euro PC can last you quite a long time, what is important is to buy a good CPU and motherboard since those are the most basic parts and usually you won't ever replace them.

Again if you buy a good CPU you will probably only need to replace the GPU and maybe change the RAM after 3-4 years but it all depends on your starting setup, i only changed my GPU after 4 years of using my starting very cheap GPU, thanks to the old monitor that i still have i ran everything relatevely flawlessly, only last year i noticed that i could only push the settings to medium on some games, i also tend to emulate a lot so the CPU was much more important.

There are a fuckton of guides around for complete newbs, just pretend you are back to school for a couple of hours and you should have a decent understanding on the whole subject, like some peopel say building a PC is like building with legos, you don't need to build it yourself since you can have it someone else do it for you but you should pick your parts and for that follow a guide, just keep in mind that a good CPU, PSU and Mobo should be the focus.

I do depending on the game but there aren’t a lot of games i spend enough time playing where I notice the need or want for mods. If you mean making my own mods than I’m way too stupid for that

Some total conversions are as great as standalone titles, other mods make standalone titles much better, others give a different and often better experience to the standalone game.
Detractors often focus on the millions of mods that add very little, that are poorly programmed or just don't improve a game.
