For a game in 1996 that handled the scaling running on a potatoe, yeah it still counts as an example. You could stack the scaling on a modern system with scale binding.

Watch Dogs Legion as a good amount of explorable buildings because it is part of the gameplay. No idea about assassin creed, but Spiderman had little stuff explorable.

We also don't know how relevant the Cyberpunk desert around the city is.

It has quantity you retard, a top-down map can't show the layers of verticality of the city. You have underground and upper areas that you obviously can't see from a two-dimensional map.
