Probably because it's easier to render without. Flat texture would just look weird.

You could have hair for the same performance price if it is just baked into the textures, or also add some as textured tris floating over the body. It's neither, although probably closer to being genetic than a choice. I don't see how it's any different than your taste in food, movies, vidya, music, etc. changing over time as well.
