ISPs claim only the top 5% of users reach the 1TB limit. If that's true they shouldn't it be a non problem for the network load? Even if it does that means they have enough of a subscriber base to afford upgrading to increase said load.
The town I live in built their own fiber lines and created a city ran ISP and it's easily the best internet I've had, and at one point, or still is in the top 5 best ISPs in the country.

Low caps push people to more expensive plans with higher data, or paying a premium cost for "no cap" service on top of what they're already being billed. Even the overage fees are a secondary concern. This is why the ISPs with the most jewish caps have been experiencing the most growth and the most excitement from faggot shareholders, and why more companies are introducing them(and will continue to introduce them.)

Suppose it's to stop people from using it as a high traffic server without paying for a business account. Even when I was constantly pirating I never hit the cap.

I'm in California so I already had the 1tb cap. it got raised to 1.2 recently. my only option is att and they offer worse speeds and smaller cap. the bay area has largely been gerrymandered into a split between comcast and att. there is no "choice"

Heavy users are not the problem; old infrastructure is. Old infrastructure runs well enough under normal conditions to retain enough typical customers for an ISP to not give a shit if power users seek alternatives. Increased usage by all customers, caused by COVID, helped to reveal glaring issues that have been apparent for ages— copper cannot handle modern traffic in areas with any kind of population density. Copper can barely stay running due to general damage caused by weather.

ISPs don't want to upgrade because it's a pain in the ass to organize and pay for replacing miles upon miles of (mostly) residential copper infrastructure. The main lines between population centers are already fiber that can handle more traffic than currently exists. Business customers are often connected through a fiber line that exists in parallel with older copper infrastructure. These main lines are often leased out piecemeal to smaller ISPs. Comcast is big enough to own much of its own infrastructure.

Newborn local ISPs, like yours with its own fiber lines, can work because they're new. They can't charge customers to deal with the shittiness of copper infrastructure because they don't have any. Their service is superior because it's starting with good equipment. The problem is dealing with local politics— officials can be convinced/paid off to believe that an upgrade, let alone a local startup, would be more of a hassle than just letting copper be shit while the old ISP that owns it practically prints money (while barely maintaining said copper).

Comcast finally started installing fiber in my area recently. Not sure how much it'll cost though, it's already pretty expensive for a moderate connection from them, and they say you have to rent a modem from them for fiber and they keep raising the monthly rate on that too.
