I'll be real guys, the story for this felt really weak compared to the other entries. It felt like the story told through cutscenes was drafted in a different room from the story told through gameplay and then they were combined later.

Well that's basically what happened, Kono threw out most of the game when they were halfway through development because it wasn't "working".
It's a miracle that 7 is as good as it is. Some of the interviews (especially the one about the Daredevil song) sound like Ace Combat stories by themselves.

My only gripe was how short the con air chapter was

It was one of the developer's dogs who died, so he put an actual photo of them in the game to immortalize them.

It clearly went through dozens of rewrites and ended up getting stitched together from whatever scraps were left over. There's so much stuff in the game that builds up to nothing, like the stuff about collateral damage in the beginning, or Avril blackmailing her way onto the plane only to not go, to the entire penal unit arc ending with, "Oh, we figured out you didn't do it, our bad".

I think I remember reading somewhere that it was actually video/animated, but the dog was so well behaved he barely moved when they were recording him.
It's probably bullshit but I'd like to believe it.
