That's literally Imperial propaganda straight out of PGE.
PGE was written when the Empire couldn't conquer Summerset Isle conventionally because the Altmer Navy was too good .So the Empire wrote propaganda to try to demonize Summerset. This is where the "Altmer kill 9/10 babies" and the "Altmer can't feel emotions" memes came from.
The Altmer from Summetset do practice eugenics sometimes and there's no evidence of mass killing of babies. If the baby is heavily deformed they are left at a temple of Stendarr.
Hell, Amalien, an Altmer introduced in Greymoor, was quite literally born with a twisted spine and wheelchair bound for life and she is still a proper member of Altmer society with a calian, according to her own dialogue.
