It's at least a little believable if the guy is wearing armor or a helmet but bullet sponges are rife as fuck in these kinds of games and it just sucks ass and isn't enjoyable, I've always modded them to do far more damage both ways so you're punished for your mistakes and enemies don't shrug off bullets
