He's not a costume because he was sakurai's creation. Given the amout of KIU shit repurposed into smash id argue he probably was one of the first characters put in the game

The funniest thing now is how Pit's FS being the Three Sacred Treasures was part of the reason he was a separate character.
And now it was changed to the Lightning Chariot in Ultimate, even though it makes no sense because it is stated to be in Viridi's control. That, and since he uses it on two ocassions in the actual game, the Lightning Chariot makes more sense as Pittoo's FS than Pit's

Smash DLC is projected to be revealed Dec of next year, so unless theres a 3rd fighter pass which is unlikely, then sakurai might be working on a new game. Now if its KI or a new IP is up to him but the chances are there
