Pretty much. Tamriel Rebuilt is the name of the team working on Morrowind. Project Tamriel is the name for the overarching project of building the other provinces.

Yes. They've got a big part of mainland Morrowind feature complete already. Old Ebonheart is my favorite new area, but they've added the entire Telvanni section of the mainland as well as some Indoril areas. The quests are all a lot of fun.

It takes place as the same time as the base game. The end goal is to have the mod content to connect seamlessly to what's on Vardenfell. Ebonheart and Old Ebonheart are two different locations, dunno why it's called that.
