If you have your hype in check and expect gameplay systems that are just good enough to support a sci-fi RPG it's going to be at least fine.
Cyberpunk eventually had to become an actual video game and not just a series of way too ambitious promises made way too early.

Some asshole made a whiny list of features that were 'cut' from the game. Bullshit like it not being night 24/7, or not having a proper character creator.

If you're going in expecting an RPG, you're going to be disappointed.
If you're going in expecting a life sim like the original Dues Ex, you're going to be disappointed.
If you're going in expecting it to be like a big budget Human Revolution and Mankind Divided then you'll probably have a decent time.
It's not going to be a good RPG or a life sim, its going to be an action game with a story that has a couple choices but will be extremely linear and play the exact same outside of the 3 intros which only lasts for like an hour if that.
It's going to sell a ton and universally praised by normies because even normies ate up shit like Fallout 4 and this is going to play pretty close to it, just with a lot more "kino" cutscenes and higher budget.

From the way everything has transpired and looks up to this point, yes.

If you review some of the old Cyberpunk footage, you might, if you look veeery closely, see the words

at the top of the screen. Games change. Features get cut all the time in game development, usually for a good reason. CDPR never made any 'promises'. They made preview builds and showcased POTENTIAL features. I know I might sound like a 'sHilL' right now, but the only reason v/ is giving this game so much shit is because of all the hype.

Witcher had a more visual fighting system too with all the signs and swirling around. Cyberpunk only has RPG style shooting where headshots don't kill the enemy and your character can eat a bunch of bullets if the hat he is wearing has enough aror points. I'm pretty sure that CP2077 will mostly be a talking simulator which is fine since Witcher 3 had some really nice storytelling and characters. But that doesn't really translate well into trailers and promo hype packages.

Deus Ex? A life sim? DEx was an action and exploration FPS with RPG elements, where you played as a cybernetic special agent. You could choose what KIND of special agent you were, and the devs let you sequence break a ton, but it was nothing like what CP 2077 claims to be

I mean, Witcher 3 was also delayed twice and it turned out like it did. And if this last one was pretty much just to try to salvage the base last-gen versions - though I'm still not super sure how much difference it can actually make if the performance is such a huge mess that a game developing company in this day and age felt like they couldn't even fix it post-launch - I'm sure it'll be fine if you got a decent PC, so I'm good.
Regardless, a lot of people are going to come up disappointed. Personally I just want a stylish light-RPG with decent-to-good writing and enough choice in terms of mechanics and story navigation that I can get a couple of different playthroughs out of it. Is it a high bar? Yeah, maybe. But I don't think it's all that unrealistic of an expectation.

It's going to be terrible if that's your only assumption.
