The answer is that Nintendo forces Game Freak to use more resources. Just create additional company to "help" them. Game Freak is intentionally drip feeding their output to maximize their monitary gain. They're keeping the game development easy as possible to maximize the profit ratio. That's why technological leaps with pokemon franchise are so slow.
