That's the truth of the matter. But I think it might also be because companies only look at ROI in the short term. If they played the long game I think they'd look at it more favorably, like Valve. It's not like people are going to stop playing Half-Life Alyx, that game is basically going to get an additional sale with every single VR headset that is ever sold in the future too.

pcvr is basically dead, if you're a dev and you want to invest in VR, you'll have to make a mobile game that will run on quest, so why bother, especially considering the quest 2 is going to be obsolete within the next two years when the quest 3 comes around
tldr; making a big budget VR game is wasting money at this point in time, and making small VR games doesn't have enough potential profit, which is why the big studios don't want to bother with them just yet
maybe in ten years, hopefully in ten years
