Dutch was always a fake. In Chapter 2 if you do a little exploring outside of camp you can find his notes of his speech he gave the camp at the beginning of the game. It wasn't from the heart and it wasn't genuine, it shows that he was always a manipulating cunt who wanted to be worshipped like a God

The stress started getting to him before RDR2, on the ferry heist, but I think he really had the best of intentions until Hosea died. That, and everything that followed, likely caused Dutch to become desperate and realize that, more than anything else, he didn't want to die. That's why he doesn't put himself on the line to save Arthur or John.
