Paarthurnax is one of the most well written con men in gaming, he literally convinced people to make a mod that not only lets you ignore the blades command to kill him, but also makes the Dragonborn berate them for it! HAhahahaha

Alduin already was out of the picture for centuries and there was no Dragonborn until you came along. Paarthurnax was the only dragon still alive in Skyrim and could have claimed dominion if it was his desire.
