I think the implication is actually that they completely fucked it up. Big budgets just mean development has been going on a long time (or massive marketing budgets, or they have big name actors doing voices, which infinite doesn't seem to have either), and a long development is a very bad thing.
Rumour is they scrapped what they had after the first 2 years of development because of the shitty response to Halo 5. So likely they were just basically making the sequel to Halo 5, keeping to the same artstyle, carrying on the story etc, while infinite is a soft reboot, and a completely different game I think to what they started on, all the way down to the artstyle so they probably couldn't even use many of the assets they had. Plus, they apparently decided to build a new engine for infinite. Which honestly, looks like it didn't go well.
What went wrong with Infinite's development?
Assuming this game turns out to be good, will I need to be caught up on the series to understand the story? I've only played 1-3. I might be willing to play ODST and Reach, but I really don't want to play 4 and 5.

Infinite had a shitty one-and-done'er lighting engine thrown in like all the other shitty 8th gen games. (see Just Cause, TLOU2, Homefront and Sniper GW4 for examples)
