I know it seems like trite garbage nowadays, but something you need to understand is that for the time, when FF7 came out, shit like this was unprecedented. Major protagonist allies never just got 'killed off' out of the blue like that, in vidya, at the time. And there certainly wasn't a protagonist, even one as stunted as Cloud, expressing actual grief and sadness.

I noticed this too while playing, it's more apparent when you know she's going to die. She has the highest default affection points for the golden saucer date, often sticks to cloud, got a perfect marriage fortune by cat sith, and cloud's mom told him to go for an older woman. She was purposefully written to get the player attached to her as quickly as possible so the death would hit harder.
