The reason you can say that is because those games released and while they're still being "worked on" there's no magic expectation that all their shortcomings will be fixed and they'll become everything you've always imagined them to be.
Star Citizen has one solar system with virtually no content, the flight model is still fucking ass, and there's very little to actually do in the game except dick around. But fans ignore this because they still hold onto the magic version of the game that exists in their imagination as the game isn't "finished" yet. All the fixes could be just around the corner in the next big updated.
