I think Regirock, Regice and Registeel should get thier ability changed to Regenerator. It would fit with thier lore and make them super good at what they're designed to do, be tanks.
For Regigigas, they should add an item that nullifies the ability of the Pokémon holding it. With effectively no item or ability, Regigigas would be very good but just short of being broken. But then again, Zygarde, who has no ability, and Kyurem BLACKED, who ran Boots and had an ability that almost never came into play, both got banned recently and Regigigas has stats that are very comparable to KB (~10% less attack in exchange for better bulk and speed).
A Regigigas without slow start would be hard to stop considering it would still hit like a truck, be surprisingly fast and very bulky when without investment. A physically defensive Skarmory can't even switch into Knock Off or Body Slam+ Rocks and survive 2 Thunder Punches.
