I disagree, games are not inherently art, the most obvious example being Gacha games which are nothing more than glorified skinnerboxes.

Does ordering a genocide constitute art? No, it doesn't, and while you could call all expressions of human creativity art that would only be true in the most basic and literary sense. A comission is most likely not going to be art because:

Most of this stuff means nothing, though some of the weird words do actually have a proper definition.

Anything made either observable or with intent is technically art to the beholder.

video games have been art since pong. fucking everything is art. architecture is art. graphic design is art. a kindergartener's crayon drawing is art. art doesn't necessarily have to be a thought provoking masterpiece, let alone be good. it's just something made by a human.
