The game isn't downgraded overall in terms of technology, I think. That being said, Meredith's model seems like it was "redone", to fit a more "acceptable" image, at least in the eyes of females. Long story short, this seems like it was SJW'd. So yes, it has been "downgraded" in a sense.
Also, did anyone notice how reluctant CDPR has been when it comes to showing female V's customization? I am not even talking about explicit options, but they haven't shown anything related to her facial feature customizations.
Again, all this either screams SJW, or CDPR is purposely hiding female V's customization to not trigger SJWs. But Meredith's facial downgrade is too apparent.
