Since both portals move with the same velocity, and are therefore relatively stationary to one another, they act like a regular window, or a hole in the wall. If they're stuck together, it doesn't matter whether they're moving or not. It would matter if they weren't stuck together, and one would be moving while the other would be stationary, like in the commonly posted A and B image.

The thing with the original picture is that one of the portals is moving while the other is not.
If both of the portals are moving in the same direction with the same velocity it's literally a hole

You know it would be cool to have a game which is intentionally built on troll physics and the gameplay are puzzles that require the player to find the quirks in the illogical physics system to solve.

Technically you can jump off the chair but the force required to shoot you back up would still kill you just as if you hit the ground.

Because you are still moving downwards at terminal velocity. Even if you jump (temporarily decreasing your downwards movement, and moving down less than the chair does), you are still going way too fast when you hit the ground.

Its rotating, not going towards the earth or away from the earth at a constant speed.

If we're getting technical, the moon is on an elliptical orbit, which means it is always moving either further away or closer to the Earth.
