Dogs are gameplay-focused.
Stuff like Haunting Ground, where Fiona's relationship with Hewie was a vital part of gameplay.
Or even simpler, stuff like Fallout or Far Cry, where the dogs serve as companions that obviously cannot use a gun but have their own utility, usually tracking or retrieving things.
Or go in the complete opposite direction, with Nintendogs. Literally a game about caring for and playing with puppies.
But that brings us to the root of the issue.
Gameplay.
You ask your average AAA western dev, they're not gonna add a dog. That's not something that contrasts well with sad man adventures. Nah, they're gonna give them an innocent and naive child companion to have inane conversations with in-between generic over-the-shoulder gameplay.
tl;dr dogs aren't cinematic enough unless they want to be half-assed writers and kill the dog for cheap pathos
