Unlike Hammerfell the Empire actually needs Skyrim. Skyrim provides lots of natural resources, it secures Cyrodiil from the north, and out of all the provinces in Tamriel Skyrim supplies the most recruits for the Legion. Skyrim has and always will be the back bone of Empires.

Joining the Empire is better than joining the Stormcloaks, though not by much. Negotiating a peace treaty and leaving the mortals to their own affairs while you assemble a powerbase among the dov is the thinking man's choice

Ulfric already asks about alliances, the point of the rebellion isn't to fuck Cyrodiil it's about Nords regaining control of their own homeland again. The less provinces constrained by the concordant the better. And yes if Skyrim secedes the Empire is done. Imperials can't run an Empire without the Nords and losing Skyrim is effectively also losing High Rock. I don't see how a High Rock/Skyrim/Hammerfell alliance would prove worse than the Empire.

From what i remember, no. The appeal of Empire (historically) is that the living standards/ civilization was higher and more appealing to the rural barbarians.
But because the brilliant writers mashed up 4 different time periods, the nord lands were just as sophisticated, had magic, had castles, had luxuries etc

The appeal of the empire was Tiber being an ultra chad and conquering all. Technically it was Skyrim that was the most developed aside from the Evlen lands and Tiber himself changed history so that Cyrodiil wasn't a shithole

Except an alliance with one of the greatest military powers in Tamriel's history? Against reputed Mer killers? What the fuck are you on about? Hammerfell got a better treaty than the Empire did but that doesn't mean the resistance has stopped. Hammerfell + Skyrim would be an incredibly strong alliance from just a sheer fighting standpoint.

High Rock doesn't seem to really care about the overall condition of the Empire, there's nothing to suggest historically or in Skyrim that they're fiercely loyal.

A Stormcloak victory is also to be avoided, however, so even indirect aid to the Stormcloaks must be carefully managed.

no, it states that he and his rebellion are an asset against the empire. The Thalmor are using the unrest caused by Ulfric to muscle into the empire and control it from the inside while also enforcing the ban on talos worship.
The reason they are doing this is because the empire is both gathering it's strength and lazily enforcing the ban, which is actually a ploy by the Thalmor to weaken Talos. In Sovergaurd, Ulfric directly states how the rebellion meant nothing as the Thalmor where the only ones to gain from it and in the end of the imperial campaign Tulius directly states that a new war is coming
