PC, it will be more expensive if you want to match console (9700k/3700x for CPU, 2060 super for GPU minimum), but you get more games, more control options, mods, emulators, a PC that can do a ton of non gaming shit, etc. the PS5 doesnt even have any games yet

If you can afford a PC then you'd have to have serious brain damage for going PS5 route

PS5 for exclusive kino and every third party game. If you don't already have a decent PC then it'd be far more expensive to build something on the level of the PS5 than it would to buy one. It also plays every single PS4 game (bar literally 9 out of 4000+) at better frame rates and resolution (with most new games and exclsuives having PS5 versions alongside that). PSN plus even comes with twenty PS4 games, along with bugsnax right now and Astrobot for free with any PS5. Just make sure not to get the disc less version, since you'll only be able to play digital PS4 and PS5 games with that.

It's a gtx 1660ti so it doesn't support raytracing, but that build is pretty low end

you are right that it does have a good amount when counting PS4 games, but it's still nowhere close the PC library, and there are only a few games that are actually exclusive and meaningful (bloodborne, GOW, last of us if you like that, spiderman I guess)

You need an RTX card.
Framerates and resolution rely on the GPU, so you should look into 3070

3070 is overkill for 1440p/60, he could probably get away with a 2060, but if he also needed to max RT then probably wait for a 3060, I just assume he can't afford a 3070 if he was looking at those parts.

Its just a reference point because I mostly played SP games, so I prefer highest graphical fidelity and 60fps is enough. If I want to play competitive MP games, I can just downscale it to get higher fps. Well guess I have get RTX 2000 series card

ryzen 5 5600x/b550 motherboard/3600mhz ram (cl16 speed), just type any of that into newegg or amazon and look for good prices, if the 5600x is completely unavailable, a 9700k would be good. if you need a case get a phanteks p400a

No it's not.
2060 is just about enuff for 1080p / 60fps for most games, even more so if they do not offer DLSS.
3070 is far stronger than even the 2080ti, and much cheaper to boot. I personally will wait for 3060ti, since I dig my 16:10 1200p and I'm fine with 60fps.
