The game doesn't simulate combat like a more action focused RPG. Whenever you swing imagine you're playing a turn based RPG in real time; whether you hit or miss isn't dependent on whether your sword or mace or whatever actually physically connects with your foe but instead it's based on a dice roll.

Which bar? My stamina is like 257 and rarely empties

I would say OP that if you're enjoying the game but finding the combat frustrating, one of the strengths of Morrowind is that it's highly moddable. I did a quick search and found a mod to change how the combat works if you're not a fan of the dice roll swings.

have agility leveled
have your main weapon skill at at least 40
i'm playing as a spearman who got that "daedric" spear from the khadjit merchant in balmora and i killed a bandit lair & it's boss with ebonic cuirass with just 4 quality potions of health replenishement
if you are not a cuck and are playing with enhanced npc behavior, you have to stunlock the danmeri enemies before they can use their blurring ability, they are actually fucking impossible to hit after they activate it (but you can run away or scare them with a scroll)

but you know all of that already, dont you

when your weapon skill is higher you'll land every attack, even with low stamina
skill trainers are more valuable in morrowind than other TES games so get some training before you use a weapon type
you can of course practice on mudcrabs etc but it's a slow grind like any RPG

Vanilla Morrowind has a built in hit chance for weapons, if it misses then you miss regardless of what it looks like in game.
Get used to it or mod it out like

you see, people in real life can dodge your attacks even if they are thrown in their general direction and nobody in gamedev has the patience to add several dodging animations to each weapon type attack, for each mob type (and it might still look stupid if they do)
since it's not apropriate for the "next gen" games designed for normoids who don't understand such conventions, they got rid of it alltogether
