it's the equivalent of a Platinum trophy for PS4 games.
All games that are on PS3/PS4 and then ported to Steam have a trophy like this.

Pretty much any multiplayer achievement in a game over 5 years old. Went back to try and do the Gears of War 1 achievements, and got brickwalled by that. They really should separate achievements into SP/MP categories, for that exact reason.

It's a joke about it being a poorly worded achievement. It should have said "Obtained all other achievements to unlock this one" or something along those lines instead.

Civ 5's achievements are autistic as fuck, thankfully there isn't really any anti cheat for them so you can just download a save that already has those achievements set up.
