I mean let's not count Naruto out, he did have some of the other bijuu's chakra, which let him use the SotSP power, with TSO and everything. Plus Kurama is canonically stronger than all the other tailed beasts. By a lot. Naruto had half his power throughout the war and he was firing off Bijuu Bombs rivalling the power of 5 or so combined Bijuu, sharing chakra to everyone on the battlefield, etc.
Couple this with the fact that the Rasengan is naturally stronger than the Chidori due to being 100% chakra and no nature change which explains why Sasuke had to juice his up with Flame Control and it still tied.
Naruto has always been fighting to simply tie, evident from their first fight
