It's the default UE4 look. Literally every single iteration of UE has ugly lighting for some reason, yet I feel like hardly anyone noticed the pattern.

Most UE4 games do because developers don't bother with improving the lighting. Postal 4, Ghostrunner, Mordhau all have that problem, just to name a few.

Modern day PBR shaders are all based on the Disney Principled model which results in everything looking like shit.

Models can have more polygons now, so most shapes are done with geometry instead being of done by texturing.
Sometimes it works if you have goo lighting, sometimes it fails completely and you have plastic dolls.

3D models are made in 3D sculpting programs now + PBR material system makes everything look rubbery
