The bubble is for cards from the very first edition of Pokémon cards, and they must be graded through these stupid procedures. If you have some cards laying around and don’t meet this criteria then you won’t get anything of worth, unless you are that in need for an extra 10 bucks.
I've got base set through fossil. But getting just the holos PSA graded would probably make me lose money in the long run.

Like it'd be possible to reproduce many artifacts like guns, melee weapons, armour using the same construction methods of the era they came from, but in the end it would still just be a reproduction.
