There is this thing called "choose a character", it requires extremely precise inputs to get the one you want and button mashing doesn't work so it's really hard

Fighting games is all about mind games, and combos.
Set ups are when you can make sure you connect something. Where you bait their into your next move. Usually goes into a combo.
Mix him up would be more mind games stuff. It's to change the flow of the fight. Sometimes things don't work and they adapt to how you play.
Oh, and dp, that's just a name for special move that is some form of uppercut.
A lot of people started with street fighter, and that's where the dragon punch came from.

Do what I do, OP: I watch a series of beginner's guide videos on YouTube for the game I want to learn. I skim over most of the details but make a mental note of anything multiple guides say, since it must be important.
Then I go into training and try learning a handful of the simpler moves.
Then I go online: I immediately forget all the stuff I thought I was learning, start mashing (or alternatively block and never actually get any hits in) get stomped on for countless matches until I get so depressed I just put my controller down and let the opponent wail on my static character. I convince myself that I'm born to lose, so I can at least feel like I'm accomplishing something.
Either that, or I get so mad I start punching myself in the leg, and then I give up and play an easier more fun game.

Absolute beginners have all been scared away in fighting games so I'm left playing people who can combo and use specials right off the bat, which are advanced techniques to somebody learning the benefits of a low kick

Not OP, I feel like this would be easier if the game could tell you what moves your opponent used. Not only do you have to remember the character but also try and figure out the moves based on what you recall from what they did, a lot of moves tend to look the same and don't have very illustrative names.
Also, if you're doing that won't that only work against that one player doing that one thing? Like, in any other game I don't find that I have any specific plan or "usual" thing I do, I tend to pick randomly and inconsistently.
