There's an exact copy of this cabin on Mount Chilliad where that one cop mission takes place. However, this cabin isn't used in any mission.
Even after Rockstar themselves said CJ's mom's ghost was fake I was still spooked by the house just because it was 2004 and shit was creepier back then.
Like a lot of things in GTA SA it was just there to complement the rural environment and to set a mysterious ambiance. This game is filled with lots of eerie stuff like that which just makes you wonder what its there for.
