This is the same as Witcher 3. None of the NPCs have facial animations. You just don't notice because it's not first person.

I'm honestly confused if this is even the same developers. Witcher 3 was lauded for NPCs and characters having very subtle and almost realistic facial animations. Here everyone looks like they had botox or something.
