The Japanese version completely redid all the voice lines, so it's only the english version that resued shit for whatever reason.
Unfortunately, Sig's new JP lines sound really fucking bad. It honestly almost like the dub actor trying to do an impersonation of JPSig.

Multiplayer got overhauled. That's sorta the major thing about it aside that it's using some Chronicles mode.
This is one of those instances where Sega rushed the game for Christmas and were really trying to make it clear that DLC would come free down the line. All the new modes and characters are free but lord knows how long that will take or what it will be.

They're basically decently strong equipment cards for the RPG mode. You don't really need them, especially since most of the story missions aren't even in the RPG mode.
