I'm not sure if summoning in the real world is any indication of power. In P3, the Dark Hour is considered the normal world, not like the TV world, after all. You can see P3 protag summon just like normal outside of the Dark Hour when he kills Ryoji in the bad ending. And Takaya summons his Persona without even using an evoker, and he sure as hell isn't strong.

By that logic Fuuka is stronger than Makoto and the entire P3-P5 casts since she can summon it in the real world (I believe anyway) without an evoker.

That’s kind of the point I guess. Not sure if some Japanese wordplay also at it. Sudou in lore leads to a lot of problems for Tatsuya and his friends family as well as also having a dark version of his Persona in IS. So probably meant to be a metaphorical shadow of sorts.
