I mean there's an easy explanation for this because the nature of a cyberpunk setting allows for plenty of body modification. Cyberpunk also has a transhumanist element amidst a corporatist dystopia.
The REAL question is why other aspects of the character's body are not modifiable, such as build type (e.g. how muscular, how thin, how thick someone is)

I don't get why it even has a character creator. Most of the game is in first person. So you almost never see your character.
