I think it's too slow and small to work for Rouge. I would rather something similar to her cannons core stages but with a stealth meter or something and you're ranked based on that. I do agree with you on the first point. They're at their wits end now although I believe that the fans are somewhat responsible for this as they're the ones who keep telling them to get rid of everything after every installment, from the settings to the characters to the lore, everything really and Sonic team have done just that and what has it left us with.
The Boost formula: a format that's too resource intensive to work with on a budget, a sort of in touch PR team led by an incredibly out of touch corporation and millions of dollars of debt which EVEN AFTER the movie, they're still trying to crawl out of.
