Home consoles were selling less and less with each generation in Japan, so Sony decided to move its playstation division to America, which is the single biggest market for consoles that isn't China. Nintendo, on the other hand, read market trends, and created a hybrid console that appealed to the Japanese.

Most Japanese game developers never really adapted to HD game development well while their Western counterparts did, leading to lower quality output from Japan from around 2006-2017 or so. That's really the main reason.

That wasn't luck, there was no other option. Nintendo had alienated Third Party developers in the last generation and their family friendly image limited the type of games that would be accepted there. Nobody wanted to take a chance putting their biggest games on the unproven new Microsoft console, not when Playstation already had tons of brand recognition and was guaranteed to sell like crazy. It's not really luck it's successful business strategy. The brought all the the third party developers over during the last generation and continued reaping the rewards of that success during the next one while Nintendo suffered for being to insular and Microsoft had to prove they were worth caring about at all and they weren't going to quit console's in a few years.
