No it doesn't. Chiba doesn't feel like Bladerunner at all. People live in 'coffins' in Chiba for fucks sake - everyone is dressed in goofy shit and they hang out in arcades. Salarymen are revered and the streets are owned by gangs. This is what makes it punk. Bladerunner has a similar aesthetic, but that's where the similarities end.
