Ignoring RE1, RE2 stars a rookie cop and a young female. Neither of them are super human, but they are physically fit. They got out of the city after doing a bunch of extra bullshit that got them into a bigger mess than what someone in the streets would have encountered.
If you're dropped in the middle of Raccoon City, are in average condition, and have a set destination to leave the city, you would have a very good chance of leaving. Most people stayed holed up with their guns or tried to go to RPD where there are a ton of infections.

According to canon, only like 6 people survived the Racoon City incident and almost everyone of those survivors was a player character. Everyone else died.
