Because cold is a very reasonable element to include, as the antonym to heat/fire. It just so happens the only time cold visually manifests itself is with ice, like heat with fire

You can't shoot coldness at someone. It has to manifest itself as some sort of visual element.

The Same logic applies to water.
Adding small amounts of water to a fire fuels it.

You say this, but plenty of games have Wind magic just be blasts of grey or greenish (for some reason) air at people. Why couldn't they do the same with blue air for cold, and it can create ice on bodies of water it hits or frost things over without actually being ice magic.

Honestly I feel like the whole rock, paper, scissors elemental system is a relic of the past. I know it would be magnitudes more work and a nightmare to balance for most games, but a system like in Monster Hunter where every monster have very specific weaknesses that are dependent on exactly where you hit them and even what state they are in is the best way to do it. Like a fire monster that takes extra damage from water when it's exhausted and its flames are weak, but then taking reduced damage when it is angry and the flames are hot enough to evaporate the water like you said.

Do people only think of ice as frozen water?
