Every game about the future is a celebration of ugliness. It's not about this game specifically. It's about a trend and our modern outlook on what the future will bring.
Even subtle cues that are deep in the artists subconscious, like "of course we need anti-car barriers. Terrorists or criminals might drive into crowds." Rather than "in the future terrorism and crime will be so low that we can return to what streets looked like at the advent of the automobile, and this will unlock a whole new layout for cities' designs."
