Because then every vote would be decided by the rampant homeless and drug-addicted city-dwelling populace. This was a bigger deal for when states were more so their own entities and especially when many states were almost entirely plantations. Unironically it would have been if it were the complete story instead of just sequelbait. The combat was great and the atmosphere was comfy. Not even mad about the changes to the plot.
