The Elder Scrolls Online literally did a Elsweyr expansion and had all these Khajiits.

Just looking at all the crazy shit in Morrowind and some of the lore in general, they definitely could've made it work if they wanted to, but they clearly didn't want to sacrifice too much brain power on a small Indie passion project.
Hell I'm not a dicksucker of the game but I imagine if you threw most of the ideas from Morrowind at the current dev team or even the Oblivion guys they would say it could never work and it wouldn't be worth it because it just wouldn't sell.
