Initially came from his "Safer Sephiroth form", in later appearances it was added to his base form, to varying degrees, in Kingdom Hearts it's out at all times, in AC and Remake it's more of an indication of him power up after being damaged enough, possibly as residual influence from his initial transformation into Safer-Sephiroth.
