This was announced way too early and based on what we know now I'd say it was in 4-5 years of development at most.
CDPR's a small studio and they were still releasing TW3 DLC in 2016 so it's very unlikely they had the manpower to work on two AAA projects at once. We didn't even have a concrete look at what CP2077 was until 2018 with the e3 trailer and it was all stuff from the prologue. A lot of people thought that just because we had a teaser back in 2013 that means they were deep in development. But considering that TW3 was still in development that couldn't have been possible. In fact it's very common for companies to put out teasers when there's very little if not 0 concrete groundwork laid out for the final product. (i.e FFXV) The cyberpunk development timeline probably looked like this >2011-2012 A pitch was shown to some investors and CDPR leads and then greenlit TW3 starts proper development >2013 They put out a concept teaser that was extremely vague and depicted a generic cyberpunk scenario to build hype but TW3 is still their major focus >2013-2017 Hype machine does its thing, youtubers, journalists, the media oversells the game, but CDPR also doesn't come out to clarify much The Witcher 3 is also in development and released. And actual development starts on CP77. >2018 We get the first teaser showing a more concrete idea of the CP77 world and the vertical slice gameplay reveal >2019-2020 More updates, delay news, Keanu Reeves, the marketing starts reaching its climax, and the game gets rolled out as a mess.
Over the last few years we've seen tons of games do this. massive releases that built up huge amounts of hype for years and were either disappointing, underwhelming, or massive failures.(MGSV, FFXV, KH3, Anthem, Destiny, Andromeda, Fallout 4,etc). A lot of these make back their profits but often at the cost of their developer's reputations. Cyberpunk was the last straw. After these blunders people aren't gonna build hype for games like this again.

I watched/read very little in the way of promotional materials, didnt read any press releases or reviews. Basically watched the reveal trailer in 2013 and saw e3 2018. I bought it essentially because I wanted to know if my computer could play it well.
Imo its eurojank kino, I've got 13 hours in since launch which sounds low to you guys but in comparison I've been playing RDR2 for a year and I'm only 20hrs in on chapter 4.
I really like the static elements of Night City, like a lot. I think it's an amazing atmosphere and there's a bunch of neat architecture to sightsee. I think it's actually 11/10. The "dynamic elements" of Night City are lacking, but serviceable. It's disappointing that all of the events are scripted, like Trauma Team standing on that one sidewalk for the entire game. The gameplay aspects are mediocre. I'm a hackfag and the gameplay has been the same since I got my first quickhack that does damage. Just hide in a corner and kill everyone from the CCTV. The story elements are a mixed bag. It's a decent linear story, but it's a bad RPG. None of the choices really change the course of the story, just the outcome. Same goes for side quests which is really disappointing. The crafting and inventory system is shit, I don't know why they even included it. For an open world game, there's not much open world type stuff to do. No collecting, no real perks for exploring (other than enjoying the sights). The biggest disappointment for me is the lack of customization. There are only 4 implants that change your appearance. The double jump legs don't even change your legs despite other people having robo legs. You can't customize your apartment, car or character. It's really disappointing for an open world RPG.

this game is shit, the hamfisted ending a slap in the face compared to W3 and the main-yet-not-main-antagonist (chungus) is by far the worst fucking character i've ever seen written. >gameplay gunplay is mediocre at best, customization is really bad. melee is literally skyrim's version but with a shitty 3-hit-combo type of m1 spam >story primary antagonist (chungus) makes no sense and never clearly details what the fuck his motives for his goals are when monologuing to Zig Forums while being the dumbest motherfucker in the world unplugs his girlfriend from a netrunner chair, then is shocked that she fucking dies. most endings are trash to spit in your face. >customization customization is ass because the tier system exists combined with an unbelievably generous amount of slots. it would've made choices matter if there were less fucking slots while all items had normalized stats. >technical performance is really bad, game flatlines down to 40 fps regardless of settings (i7-6700k, 1080 ti, 1080p) bugs are everywhere and some can brick saves with little or no input by user, causing an entire campaign restart. rare but still exists, had to restart twice. >visuals despite running like shit models are fucking ugly, especially the story characters save for a certain nomad. >misc rambling there's no real message behind cyberpunk 2077 aside from the fact that unchecked capitalism has brought about unholy amounts of hedonism and degeneracy, which is defended by the main character (Zig Forums) at times, then subsequently hated by them no more than 10 seconds later.

It almost certainly started development again a few times. Tech was going to be a lot more in depth and involved, involving the Flathead but they scrapped it because they felt it was too similar to Netrunner. They claim wall running was scrapped due to improper level design so they likely didn't design the map around that, it was added later.
Its a shame, the game has a very solid foundation and with a lot of work it could very well reach that height people expected.

Meanwhile, after doing jackshit for years, Valve decides to pull their finger out of their collective ass, announces HL:Alyx and releases it with little fanfare... I don't know how that impacted sales knowing their targeted a niche market. That being said, Duke Nukem Forever, STALKER and Team Fortress 2 were example of games being revealed way too early, building up quite a lot of hype and receiving a lukewarm (except TF2) response. I don't think these practices will end. It'll sink some more companies, sure, but the audience will renew. A bunch of people will remember not to be overly excited over stupid bullshit, some will keep crying for Star Wars teasers, and a new audience will arise, unaware of past blunder...

There are like 5 streets and 2 highways that actually feel like they belong in an actual city, and the rest of the city is just devoid of life.
